In health care, there are many services but the focus remains the same - to restore the patient to good health. There are also many ways of administering health care, but the focus is always to provide the best health care services with the funds available. In this respect, the Prince Albert Health District (PAHD) is one of the more successful districts in the Province.
Financially, things are looking good. PAHD has maintained a balanced budget. As well, the District will be receiving additional funding of 1.282 million dollars from Saskatchewan Health for this fiscal year. This additional funding came at the right moment. As the primary focus of the PAHD 96/97 budget is on patient care services, areas such as capital equipment were left feeling the pinch. Due to the uncertainty of future funding levels, most of the additional $1,282,000 was allocated to areas requiring "one time" funding in the current fiscal year. The breakdown is:Addictions $24,500, Mental Health $60,000, Public Health $45,000, Patient Care Services $391,540, Pharmacy Security $40,000, Equipment $708,000, Corporate and Integrated Services $12,000.
Sask Health also provided $130,000 this year for a PAHD and Co-Operative Health Centre joint project on Family Violence. These funds were originally earmarked to pay the salary of the Community Clinic Orthopaedic Surgeon but Sask Health regulations allow them to be used for a shared community project. As PAHD and the Co-Operative Health Centre believe that an aggressive community approach is needed to overcome family violence, they are pleased to now have funds for this project.
Our district, Regina and Saskatoon, experienced a slow but steady growth over the past ten years, while most of the other districts struggled to cope with declining population and funding. PAHD out of province service flows were well under the provincial average and lower than Regina and Saskatoon. Our district's population is considerably younger than in other areas and this has created several top priority issues such as the high rate of teen pregnancy and problems of low birthweight babies. The PAHD will continue to initiate community programs and develop partnerships to address these areas of concern.
What progress has or will be made in this fiscal year? A Spirituality Statement was adopted and a paid pastoral care position was implemented. A Health Promotion Unit was created and will draw on resources from Public and Mental Health. Rural residents will benefit with the expansion of the Maternal Discharge Program and a needs assessment. Staff increases are planned for Pineview Terrace Lodge and Jubilee Lodge as well as enhanced nursing staff for ICU and Surgery in acute care facilities.
Many programs and services are still needed and PAHD is diligently working to increase programs and services without creating a financial drain on district residents. To date, the PAHD has managed its resources successfully by working closely with many organizations and agencies to develop health strategies and health care services tailored to the needs and resources of the community.
